As a parent of a son born with a developmental disability, Bill Van Evera, CLU, ChFC, CLTC, ChSNC1, and Special Care Planner 2, started to develop an interest in assisting other families with similar circumstances over 20 years ago. Today, this activity encompasses 90% of his practice.
Like most parents who have children with “special needs,” Bill and his wife had many questions:
- Who would care for their son when they no longer were able to?
- How would they provide financially for him long-term as well as themselves?
- What type of legal documents would they need to support their financial efforts?
- How would they best construct a “support team” for “down the road”?
In his professional endeavors today, Bill works to assist parents and families with answers and direction to these types of questions. With the many changes that constantly take place within the state and federal Medicaid systems, the answers today may not be the answers tomorrow.
“As parents, we know we are not immortal, and someone else will have to take on the care of our children with special needs,” says Bill. “I have over 50 clients who are caring for someone with special needs. In most cases, they have had little direction when it comes to planning for their loved one’s future. I am glad to say that now they do.”
In addition to financial planning, Bill has helped his clients find legal professionals, special needs services within the community, and even a summer camp for one of his clients’ daughters.
“I like to think of my work as helping to create a road map for my clients. Helping families with special needs is my passion. And when I am told ‘thank you,’ I really have a sense of the good that I am doing. It is tremendously fulfilling to know that these families have taken steps to prepare for their loved ones’ futures,” Bill adds.
Bill is certified in Long Term Care (CLTC), and has also received the following designations:
- Chartered Life Underwriter designation (CLU) – obtained through The American College in 1985;
- Chartered Financial Consultant designation (ChFC) – obtained through the American College in 1987;
- Special Care Planner certification – obtained through The American College in 2005;
- Chartered Special Needs Consultant (ChSNC) – obtained through The American College in 2012.
He is a member of the National Association of Insurance & Financial Advisors and is also a member of the Society of Financial Service Professionals.
Commitment to Service in the Community
Local residents and businesses rely on us to help them secure their ﬁnancial futures, but our commitment doesn’t end there. Our community involvement through charitable organizations and civic events is deeply important to us and our time and resources invested are one more reason why we’ve earned the trust from so many in this area.
On June 28, 2013, 200 individuals with disabilities were hosted by Bill Van Evera at the Tri-City Valley Cats game at Joe Bruno Stadium in Troy, N.Y. In addition, on October 6, 2013, Bill participated in the Capital District Buddy Walk with "Craig's Team" to raise funds to benefit The Down Syndrome Aim High Resource Center. It's was anticipated that over 600 persons would walk through Central Park in Schenectady, NY, and this walk represents the major annual fundraiser for this organization.
Special Needs Recognition Night was held at Proctor's Theater on April 3, 2012. This evening was also hosted by Bill Van Evera with MassMutual Albany. Three hundred free tickets were provided to 10 different non-profit agencies that serve and advocate for the disabled and all were treated to a special showing of the Academy Award-nominated film Hugo.

1 Chartered Special Needs Consultant (ChSNC®) – a professional designation awarded to those individuals who’ve completed 120 hours of academic classes in addition to holding either Chartered Life Underwriter (CLU), Chartered Financial Consultant (ChFC) or Certified Financial Planner (CFP) designations and previously completing the Special Care Planner certification program. The ChSNC designation was developed by The American College in Bryn Mawr, Pennsylvania. The certification program and the professional designation evolved from MassMutual’s SpecialCareSM Program.
2The Special Care Planner received advanced training and information in estate and tax planning concepts, special needs trusts, government programs, and the emotional dynamics of working with people with disabilities and other special needs and their families. The certificate program was offered by The American College in Bryn Mawr, PA, exclusively for MassMutual financial professionals.
